Exactly. Go to the shelter! Look what happens when other people are irresponsible, or want THEIR kids to have this experience, or think that a female animal who hasn't given birth feels incomplete, or that they need to be pregnant at least once, or whatever. Or, my personal favorite, they won't neuter or spay because it's 'unnatural'.
It's not like you often catch an animal in the act of giving birth -- not cats or dogs anyway, in my experience; particularly not cats. And the birth process itself can be ugly and distressing to children. What these people really want is for the kids to see newborn animals become fluffy and adorable babies, then get rid of the lot of them. They want the sanitized version of the miracle anyway -- so why bother with getting their own animal pregnant? Books, movies, The Discovery Channel -- there are other options!
